A "P" is used in front of the number to destinguish "Personnel".

Firefighters
shall be addressed as “Pager” or "P" then their
number
assignment. This will distinguish a person’s unit assignment
from
an apparatus.
The
first part shall be the department number(s) and the second represents
the individual.
The
Safety Officer will always be designated with “10”
regardless of the amount of officer staff of a department.
Example: Firefighter John Doe is P1611.
